tells many oaklanders are already trying to stop the super cop. joe. >> reporter: hey, liz, you know, our interview with bratton yesterday caused quite a stir here at city hall. let me show you some video. now, there are a lot of people who support bratton but these folks were not among them. these are protestors who gathered outside a short while ago. they went inside later on to pack the city council committee meeting where they are deciding on the contract of william bratton. some of these protestors said they were angry at the former police chief of l.a. and new york for standing by the controversial police policy called "stop & frisk." >> i'm sorry that any police department in america that tries to function without some form of "stop & frisk" or whatever terminology they use is doomed to failure. >> reporter: "stop & frisk," staunchly defended by bill bratton in a cbs 5 interview yesterday is validated by the u.s. supreme court that says if an officer has reasonable suspicion that someone is engage in criminal activity, then the officer has the right

to stop and search that person. >> for new city to say they don't do stop and friction, i'm sorry they don't know what the hell they are talking about. >> it's like chasing your tail. >> reporter: this civil rights attorney says oakland as tried "stop & frisk" in the past and went too far. siegel claims that's why the police department is now being overseen by a federal judge. >> it's the very same kind of tactic. it's very ayes, sirrive on- street policing directed at people of color simply because they are people of color in a poor neighborhood. >> reporter: is there not a way to do this without directing it at people of color? >> sure. we could go up to montclair or piedmont avenue and stop middle class white women on the way to the supermarket and ask them to empty their purses and submit to pat searches but that's not going to happen. >> let's weight to get the vote for the contract -- let's wait for the vote to get the contract before you interview

implement it and how i do it and if i do it is really on my shoulders. >> reporter: so bill bratton hasn't even arrived, he hasn't even been hired yet, the committee will meet tonight and decide whether to hire him. and if so, it has to go to the full council sometime next week. >> all right, creating a lot of buzz there, though. thank you, joe and a new crime-fighting plan is in the works for oakland. today the city council's finance committee approved funding to rebuild the police department. the money would help hire civilian police technicians, hire ten deputy sheriffs for 30 days to help patrol the streets and would fund a new police academy which would start in september. the city council is expected to approve that measure next week. new tonight san francisco police have identified the suspect in a brutal robbery that ended with the death of a dog. 35-year-old barrett is wanted for robbery and animal cruelty. officers say on december 28 he approached a woman on the corner of leavenworth and

golden gate avenue and demanded money. the victim complied but her dog began barking. that's when the suspect grabbed the dog and threw it in the middle of the street. the dog died as a result of the injuries. we are in for a chilly night. but the cold snap is starting to loosen its grip. casinos are cleaning up after subzero temperatures in tahoe caused burst pipes. thousands of gallons of water rushed down 18 stories at hurrahs affecting many stores and two sprinkler heads broke at harvey's casino. chief meteorologist paul deanno keeping an eye on our temperatures with our brand-new mobile weather lab. >> reporter: it's been out for two nights now so we are beginning to see comparisons last night to tonight. it's still chilly tonight make no mistake about that but here at the embarcadero by the ferry building we are four degrees milder tonight compared to last night so that warmer trend has begun and we'll take some baby

in cupertino this morning. investigators say that the pedestrian tried to cross foothill expressway by stevens creek boulevard when the truck hit her. sheriff's depth test are investigating the cause. san jose police arrested a hit-and-run suspect accused of driving into two cars. the crash on willow knocked over a light pole. police are investigating if the driver was drunk. in contra costa county, fire engulfed a car on i-80 westbound at san pablo road early this morning. cbs 5 videographer vince driving in the area pulled over and captured those images. nobody was hurt. and an eerie scene along the waterfront in crockett this morning. flames reflecting off that water as a fire destroyed a pier and old building at loring avenue and jackson street. this fire is being called suspicious. several fire stations in the east bay are closed for good tonight. a total of three stations in lafayette, martinez and walnut creek shut down today. the only firehouse in clayton

will be staffed part time. the closures will save the contra costa county fire protection district more than $1.5 million a year. voters had a chance to save the stations but they rejected a parcel tax measure in november. >> the people that will be most impacted will be the people that live within the area where the stations are being closed. right now, we anticipate on average about a minute to a minute and 15 seconds increase in response times. >> in about 20 minutes fire administrators will meet with the community in lafayette to talk about the station that closed in that city. the meeting will be held at the veterans memorial building on mount diablo boulevard. breaking news. yet another boeing 787 dreamliner has made an emergency landing. this latest problem in japan. the all nippon airways flight touched down at the airport after a cockpit message showed battery problems. the u.s. government is conducting a review to find out what caused those problems on

and linkedin. for example, with graph search you can look for a doctor or dentist linked by your friends. ceo mark zuckerberg says users can only search for content that has been shared with them. >> we'll see. let's go back to chief meteorologist paul deanno in our mobile weather lab. paul. >> i'll tell you what, there are so many cool bells and whistles in this new vehicle that we have the cbs 5 mobile weather lab. within of my favorite is the fact that since it's mobile and it's a car we can show you what's going on weather-wise once the vehicle gets there we can also show you what's going on weather-wise on the way there because of these two cameras. we have one facing in so we can do a live report sitting in the passenger seat on the way. we also have one camera facing out so we can show you the weather conditions while we drive and we can do that safely. now, the whole idea behind the cbs 5 mobile weather lab is the fact that the bay area has such unique weather. the weather in san rafael is not the same as san jose on a daily basis. the weather in our inland valleys is not the same as at the coast and the city of san

sandy hook shooting. >> the president is committed. he is not naive. >> the president is expected to push for an assault weapons ban, expanded background checks and limited sales of high capacity magazines. new york lawmakers just passed the toughest gun restrictions in the country. the law includes an immediate ban on semi-automatic rifles and pistols with any military- style feature. it also seeks to keep guns out of the hands of the mentally ill. democratic governor cuomo signed the measure into lawless than an hour after it passed the legislature. the national rifle association is taking some heat for a new app that puts a virtual gun in anyone's hands. but in the wake of the sandy hook tragedy, is that really a good idea? cbs 5 reporter don ford on what the nra says is its true aim. >> reporter: many first person shooter games promote mass slaughter of people and mass destruction. now the national rifle association is taking aim with

its own version of a videogame called practice range. public relations strategist rachel kay says this is a big step for the nra. >> in the past, they have pointed fingers at videogames. they have pointed fingers at hollywood for contributing to the recent violence. and, you know, with this app they kind of run the risk of sending conflicting messages. >> reporter: nobody gets shot and there's no blood in the nra game. it features three common target ranges. each separated by firearms safety tips. >> it seems to me more of a learning tool than a videogame. >> reporter: this nra certified firearms instructor isn't impressed. >> i think it would be really, really tough to link this to inciting violence. this is almost cartoonish technology looks like something early atari videogame. certainly in the realistic. >> reporter: the game is targeting an audience of kids 4 and up. although the level of violence

in the new nra app doesn't rise to the level seen in mainstream videogames, coming on the heels of the organization's criticism of the gaming industry makes the timing of its release a bit awkward. in the east bay, don ford, cbs 5. a northern california police officer has been killed in the line of duty. it happened late this morning in the small city of galt about halfway between sacramento and stockton. investigators say the two officers were responding to a burglary at an apartment complex when they spotted the suspect walking nearby. witnesses say when the officers confronted the man, he pulled a gun. >> witnessed the officer struggling with the subject and the struggles and i heard two, three shots fired. >> 31 yearly officer kevin [indiscernible ] was hit and killed and the suspect committed suicide.

of active doubt. >> that's unfortunate that they limit it like that. >> reporter: he says most vets want to take advantage of the free education offered by the g.i. bill. after three or four years you might have a vet ready to enter the workforce. >> certainly. when you come back you're a little out of sync with the civilian population. it takes a while to get back into the swing of things. now they are ready to go work. but they are not eligible. >> reporter: and even if they are eligible, some question why vets would want to work for walmart. >> the 1.4 million people work there is now say we don't get a decent wage or healthcare and we want something better. >> reporter: author al norman, an outspoken critic of walmart is referring to the nationwide black friday protest where workers decide low -- cited low warnings, decreasing part time hours and increasing healthcare costs. he says many walmart employees are forced into medi-cal leaving taxpayers to foot the bill. >> you have veterans coming back to spokespersons the same thing? i don't think that's a very ak

traive offer, thank you. >> reporter: now, wouldn't a job at walmart be better than no job at all? >> i think the point is that walmart needs to offer a decent job to everyone who walks through its doors. >> reporter: walmart did not respond to our requests for comment about the criticism but its ceo said today the company is receiving praise from the white house as this marks the beginning of a nationwide push to encourage more businesses to hire returning vets. on the consumerwatch, julie watts, cbs 5. we are very excited to now our new cbs 5 mobile weather lab. meteorologist paul deanno is live to show us what it can do. >> reporter: the whole idea behind the mobile weather lab is the fact that we can take and record the weather -- you can take this vehicle and go and record the weather anywhere. we don't have to rely solely on airport weather stations. we can go into dozens of microclimates in the bay area and get there and show you what's going on community by community. we are going to do this with the vehicle over the next

several days, weeks, months and years. we'll have it for a while. but this vehicle is better equipped to show you what's going on weather-wise than most other vehicles. it's a satellite truck. satellite technology has been around for a while. this satellite truck, the cbs 5 mobile weather lab, is also equipped with cell phone technology. that's very important. if there's heavy rain or snow, you can't get a satellite signal. but if you have a cell phone backup, you can get into the worst of the weather and actually send out a live signal and show you what's going on. for thing this has because it's a toyota highlander hybrid, it kind of acts as its own generatedder so you don't need a generator with you. you can just basically get in this vehicle, go wherever you want. and show what's going on weather-wise and we are going to be doing that. we are doing it tonight in san francisco. and just telling you how chilly it is outside but when the weather is different in the summertime when those microclimates get going or heavy rain in the north bay snow up to mount diablo we'll go there with the cbs 5 mobile weather lap.
